Why people call the California Franchise Tax Board

The California Franchise Tax Board (FTB) is the state agency that collects personal income tax and corporate income tax for California. Calls usually fall into one of five buckets:

  • You received a notice you don’t agree with. The most common notices are the FTB 4734D (Notice of Tax Return Change), FTB 4905 (Demand for Tax Return), and the FTB 1140 (Personal Income Tax Collections Notice).
  • You owe a balance and need a payment plan. FTB offers installment agreements similar to the IRS — up to 60 months for personal income tax balances under $25,000.
  • You can’t access your MyFTB online account. Password resets, locked accounts, or identity-verification questions.
  • Your refund is missing or delayed. California refunds usually arrive 2-3 weeks after e-filing (or 6-8 weeks for paper returns) — anything longer warrants a call.
  • Business filing questions. S-Corp election confirmations, LLC franchise tax exemption status, statement-of-information deadlines.

Best times to call (888) 635-0494

Hold times can range from 5 minutes to over an hour. From our experience helping clients across all 50 states:

  • Best: Tuesday, Wednesday, or Thursday between 8:00 a.m. and 9:30 a.m. PT
  • Avoid: Mondays (post-weekend backlog) and the last 5 business days before April 15, June 15, September 15, or January 15 (tax-deadline rushes)
  • Lunchtime is unpredictable — sometimes empty, sometimes 45+ minute waits depending on staffing

If the queue is overwhelmed, the FTB phone system offers a callback option that’s surprisingly reliable. Leave your number and they typically call back within 2-4 business hours, occasionally same day.

Alternative contact methods

Before you dial, consider whether your question can be answered without a phone call:

  • MyFTB account. Lets you view notices, make payments, check refund status, and request a transcript without calling. Sign up at ftb.ca.gov/myftb.
  • Live chat. Available during normal business hours via the FTB website for limited general questions (no account-specific help).
  • Mail. For disputes, formal protests, or document submissions, mail is often required anyway. Use the address on your specific notice — different units have different P.O. boxes.
  • Secure web messages. Logged-in MyFTB users can send secure messages that route to a tax representative; replies typically arrive in 5-10 business days.
  • In-person field office. California has field offices in Los Angeles, Oakland, Sacramento, San Diego, San Francisco, and Santa Ana. Walk-in service is available by appointment only.

Other FTB phone numbers worth knowing

  • Personal income tax (general): (800) 852-5711, weekdays 8 a.m.-5 p.m. PT
  • Business entities: (800) 852-5711, same hours, then choose the business option
  • Collections / payment plans: (800) 689-4776

What to have ready before you call

The phone agent will verify your identity before discussing anything. Have these documents within arm’s reach:

  • Your Social Security Number (or ITIN for non-resident filers)
  • A copy of your most recent California tax return (Form 540 or 540NR)
  • The specific notice number you received (it’s in the top-right corner of every FTB letter)
  • Your California driver’s license or ID number (used for identity verification on newer notices)
  • If calling for a business, the California Corporation or LLC number
  • Your filing status and the refund or balance-due amount from your most recent return

FAQs about reaching a real person at the FTB

What is the fastest way to reach a real person at the California Franchise Tax Board?

Call (888) 635-0494 — the dedicated balance-due number — instead of the general (800) 852-5711 line. Select Option 1 → Option 1 → Option 2 to skip into the live-agent queue. Calling between 8 a.m. and 9:30 a.m. PT on Tuesday-Thursday produces the shortest wait times in our experience.

Can I get a callback from the FTB instead of waiting on hold?

Yes. After you reach the queue, the system offers a callback option. Leave your number and an agent typically calls you back within 2-4 business hours. It’s far more reliable than the IRS callback system.

Why does the FTB take so long to process my return?

California processes returns slower than the IRS because every return is screened for the state’s anti-fraud program. E-filed returns with direct deposit usually take 2-3 weeks; paper returns 6-8 weeks. Anything past 12 weeks (e-file) or 16 weeks (paper) warrants a call.

What if I disagree with a CA tax notice?

You have 60 days from the notice date to file a formal protest in writing. Send your protest to the address listed on the notice (it varies by notice type). Include your name, SSN, the tax year in question, and a clear explanation of why you disagree. The FTB will assign your case to a Hearings Officer.

Can I authorize my CPA to call the FTB on my behalf?

Yes. File FTB Form 3520-PIT (Individual or Fiduciary Power of Attorney) or FTB Form 3520-BE (Business Entity Power of Attorney). Once on file, your CPA can call (916) 845-7057 (the tax practitioners hotline) and handle the issue without you on the line.
